Director of Agricultural Marketing


The Director, Agricultural Marketing started its independent functioning after bifurcation after bifurcation from the Registrar of C-operative Societies establishment during November’ 1996. The Registrar of Co-operative Societies, Odisha has provided one section Officer, three inspector of Co-operative Societies, two Ministerial staff and one peons and one Typist on deployment basis to work in this Directorate as per the decision of the High level meeting, just to make this Directorate functional.

The Directorate has at present two calls namely (a) Market Research Survey and Extension headed by one Deputy Director of Markets with two Research Assistant and (b) Grading and Standardisation cell headed by the Grading Development Officer with one Laboratory Assistant, two Grading Assistant and one Laboratory attendant. There is a small Agmark Grading Laboratory functioning in the directorate to facilitate the Agmark Grading Programme of different commodities like Honey, Oil, Ghee, Butter under the provision of Agricultural produce Grading and Marketing Act. – 1937.

One Live Stock marketing Cell which was functioning since 1998 with only one Assistant Director of Market (Live-Stock) has been closed since 2005 as per the director of Govt. in Finance Department.

At present the Directorate has 16 Nos. of sanctioned post in the Headquarter and 18 Nos. of sanctioned post in the field level and the man in position in the Headquarter is 11 and in the field is also 11.

The post of two Research Assistant in the Head Quarter are now vacant consequent upon promotion of the incumbent to the post of Regional Marketing Officer.

In the field the Directorate has 6 Nos. of Regional Marketing officer at Cuttack, Berhampur, Anugul, Sambalpur, Balasore and Bhawanipatna with nucleous structure like one Regional Marketing Officer, One Junior Clerk and one peon in each, out of 6 posts of Regional Marketing Officer 5 posts are now vacant and the work is being managed by the Asst. Registrar of Co-operative Societies as additional charge.

Soon after establishment of Odisha State Agricultural Marketing Board most of the powers earlier entrusted to the Directorate like approve of Budget of Regulated market Committee, Service condition of staff, appointment, supervision Audit of R.M.C. etc. have been transferred to Odisha State Agricultural Marketing Board and the Directorate is left with very limited assignment like Election of R.M.Cs, Notification, Establishment of new R.M.C. amendment of Act & Rule and Byelaws. In the wake of the amendment of O.A.P.M. Act & Rule incorporating on the establishment of private market and contract Farming. The above the subjects are now looked after by the Directorate. Besides the Central Assistance under Work Plan, R.L.T.A.P. and State Plan are being drawn by the directorate and disburse to Odisha State Agricultural Marketing Board / Regulated Market Committees for execution of the project as per the direction of the Govt.

Apart from this a Mobile Grading Laboratory has been set up in the Directorate during 2005 with required Grading equipment for imparting training to the Regulated Market Committee staffs and market users on analysis of paddy as per F.A.O. Standard. Training programme on F.A.O. standard have been conducted at different centers covering all most all important R.M.Cs in the State by the Mobile Grading Laboratory.

The Grading Development officer is looking after the activities on Grading and Standardisation, Training on F.A.Q. standard, Agmark Grading, Notification of market yeard, Commodities, Plan, Programme, Central Assistance, Private Market, Contract Farming, Besides the Grading Development Officer is also looking after the establishment, Budget& Accounts metter of the Directorate. He is also acting as Drawing Disbursing Officer of the Office and also public Information Officer.

The Deputy Director of Markets is looking after the activities of election, Legal Matter, Amendment of Act & Rule and Eye-Law, Programme on National Horticulture Mission, Establishment of Market Yard at Bock level Krushak Bazars, Audit of R.M.Cs and market Research and Survey.

In adequate staff strength, inadequate budget provision, and inadequate facilities are main constraints before the Directorate for smooth functioning. There is urgent need for proper staffing of the Directorate including computer hands for its smooth functioning. The services of the staff working I the Directorate on deployment basis required to be placed permanently in the Directorate with Budget. The Directorate is to be strengthen with required man power with other Directorate with adequate technical hands.
